John Quincy Adams was a learned man. But he may just have been referring to the Mason-Dixon line which marked the northern boundary of the slave states.
Isn’t there an extra “where” in the quote? Makes better sense to a modern ear if either of the wheres is taken out.

Yes it certainly would sound better but when you use a quote you need to the whole quote. John Quincy Adams used the word Where twice so I had to too.
